Reporting from 2014 and 2016 put Toms River first among New Jersey municipalities in flood insurance payouts. The 2016 report cited FEMA records for 466 properties in the township with repetitive flood insurance claims, and said property owners had received $583 million in claims since 1978, more than double the amount paid to any other municipality in the state.
